Acceptable Solutions and Alternative Solutions

The Building Code is performance-based, meaning there are two main pathways to demonstrate compliance:

Acceptable Solutions (cited documents): Pre-approved methods that are deemed to comply with the Building Code. Using Acceptable Solutions simplifies documentation because the BCA can rely on the cited document as evidence of compliance.

Alternative Solutions: Custom designs that demonstrate compliance with the Building Code performance requirements through engineering analysis, testing, or other evidence. Alternative Solutions require more extensive documentation including:

  • Engineering calculations or analysis
  • Testing evidence
  • Peer review reports
  • Producer Statements from qualified professionals
  • Detailed construction methodology

Producer Statements

Producer Statements are professional opinions provided by qualified designers and constructors about compliance with the Building Code. While not mandatory and not a guarantee of compliance, they are widely used and expected:

Post-Consent Documentation

During Construction

  • Inspection records: Records of BCA inspections at prescribed stages

  • Weather tightness records: Records of weather tightness detailing, flashings, and sealant application

Code Compliance Certificate

The BCA issues a Code Compliance Certificate (CCC) when satisfied that building work complies with the consent. To obtain a CCC, documentation must demonstrate:

  • All inspections have been completed satisfactorily
  • All required Producer Statements have been provided
  • All testing and commissioning records are complete
  • Any variations have been properly documented and approved
  • Specified systems (if any) have been tested and certified

Compliance Schedules

Buildings with specified systems (fire alarms, sprinklers, mechanical ventilation, lifts, cable cars, etc.) must have a compliance schedule listing each system, its performance standards, and inspection, maintenance, and reporting requirements. Building owners must maintain a Building Warrant of Fitness (BWoF) confirming ongoing compliance.

Common Documentation Failures

Incomplete Consent Applications

The most common cause of consent processing delays. Applications that lack required information lead to requests for further information (RFIs), extending processing times and increasing costs. Common gaps include:

Poor Quality Record Keeping

Construction records that are incomplete, disorganised, or not maintained contemporaneously. Quality assurance records, testing certificates, and inspection records must be maintained throughout construction and available for BCA inspection.
